UKFT Increased Funding
for Trade Shows
The UK Fashion & Textile Association (UKFT) has increased the amount of funding available for UK exporters looking
to take part in international trade shows.
UKFT has received a commitment from the government's UK Trade and Investment (UKTI) department to almost double
the amount of money that will be available in financial years 2013/4 and 2014/5.
Grants for European shows will increase to GBP1,500 (US$2,304) from GBP1,000 per show, while exhibitors at US
shows will see grants almost double to GBP2,000 from GBP1,200. For shows in China, Hong Kong and Russia, grants
will range from GBP2,500-3,000.
The list of shows for which grants will be available has also been extended to include CPM Moscow, The Hub and CHIC
Beijing.

Bill to Charge State Taxes
on Online Sales Passed
The US Senate has passed legislation that will subject online shopping to state sales taxes.
Under current law, states can only require retailers to collect sales taxes if the store has a physical presence
there.
For example, retailers like Wal-Mart or Target collect sales taxes when they sell goods over the internet, but
online retailers like Amazon don't have to collect sales taxes, except in states where they have offices or
distribution centers.
"This bill and its companion in the House will level the playing field for all retailers - both online and off -
while safeguarding states' rights. And the bill does it all without raising taxes, new government mandates or
adding to the deficit," said National Retail Federation (NRF) CEO Matthew Shay.
The Senate passed the bill by a vote of 69 to 27.

Cotton Stockpiles to
Reach New Record
The US Department of Agriculture (USDA) expects global cotton stockpiles to reach a record high during the
current and next year's season, with efforts by China to build its national stockpiles leaving lower inventories
for the rest of the world.
The USDA expects stocks to reach 92.74m bales in 2013/2014, a 9.3% rise on the 84.78m bales expected in the
current year.
However, this comes as world production is projected to be 3% lower than in 2012/13 at 117.8m bales, as reductions -
mainly in the US, China, Turkey, Greece, and Mexico - are partially offset by increases for Brazil, India, Pakistan,
and Australia.
The USDA expects world consumption to rise 2% next year due to modest growth in world GDP. But world trade is
expected is expected to fall 12% as sharply lower imports by China and India are partially offset by increases for
Pakistan, Turkey and Mexico. World ending stocks outside of China are projected to fall nearly 2m bales.
It is forecasting that China's national reserve stocks are currently expected to reach nearly 40m bales at the end of
2012/13.
Based on the Chinese government's current reserve purchase and release prices and import quota policies, USDA
projects China will import 12m bales in 2013/14 and will add 10m bales to ending stocks as reserve purchases exceed
reserve sales. The resulting projected China ending stocks of 58.2m bales would account for 63% of world stocks.
In the US, production is seen falling by 19% to 14m bales in 2013/14 due to regional average abandonment and yields.
Abandonment in the Southwest region is projected at 25% due to continued drought conditions. Exports are expected
to fall 13% to 11.5m bales due to the smaller available supply and lower imports by China.
Ending stocks are set to fall to 3m bales, which the USDA said is equal to 20% of total use, and well below the
previous 10-year average.

UK Launches Fashion Training Association
England’s first Fashion and Textiles Group Training Association has been launched with the aim of uniting the
industry behind the pursuit of high-quality training.
The new network is funded by the National Apprenticeship Scheme and supported by Creative Skillset, and is hoping
to bring together employers with similar skills needs.
Together these can then benefit from economies of scale, as well as identifying possible funding opportunities and
developing joint approaches to skills development.
The new network will also try to promote apprenticeships through links with schools which will offer career advice
and information on the apprenticeships available.
“The growth of the global market for top quality goods, the strength of the ‘Made in the UK’ brand, together with
changes in off-shore manufacturing conditions, is stimulating the renaissance of our fashion and textiles
manufacturing sector,” said Bill Macbeth, managing director of the Textile Center of Excellence.
“If we are to capitalize on this opportunity we must improve the skills of our workforce at all levels.”
Retailers To Join Fire and Building Safety Agreement
Retailers H&M, Primark, C&A, Tesco and Inditex (operator
of the Zara stores) have joined the Fire and Building Safety Agreement, which is intended to improve safety in
Bangladeshi garment factories.
The accord, initiated by IndustriAll and the Uni Global Union, is a five-year multi-stakeholder task force which
will establish an in-factory training program, facilitate the creation of factory health and safety committees,
review existing building regulations and enforcement, and develop a complaint process and mechanism so that workers
can report health and safety risks.
The agreement evolved from the Bangladesh Fire and Building Safety Agreement, which was initially supported
by PVH and German retailer Tchibo. PVH said in March last year that for the agreement to go into effect, three other
international brands would have to join.
PVH said May 13 that it will commit US$2.5m to the accord, and added that the new agreement extends the original
agreement to five years from two.
Meanwhile, C&A said it will commit EUR5m from its foundation to support this effort and compensate victims
of the Tazreen factory fire, as well pay for a number of other initiatives already underway to improve safety in
its supplier factories.
The agreement follows a number of fatal incidents in Bangladesh, including the collapse of the Rana Plaza
building over a fortnight ago, which has killed more than 1,000 people, and a fire at a factory May 8, which killed
eight. In November, a fire at the Tazreen Fashion factory killed 114 people.
Primark, which has confirmed it was a customer of one of the factories based in Rana Plaza, has committed to
providing victims and their families with compensation, and today joined the accord.
A spokesperson for the value retailer said: "Primark is very pleased to support this initiative. The company has
consistently believed that the collaborative approach facilitated through this agreement was the most likely
initiative to bring effective and sustainable change for the better to the Bangladeshi garment industry."
Meanwhile, C&A said Bureau Veritas has already begun conducting in-depth fire safety audits at its supplier
factories in Bangladesh. The first results have been shared with C&A's newly created sustainable supply chain
team. The inspection includes an assessment of the electrical systems, building layouts and building
construction, as well as in-depth fire safety training for both workers and management.
"If any factory is unwilling or unable to carry out necessary improvements which are identified by Bureau
Veritas, the C&A production will be placed elsewhere until compliance is achieved," the retailer said.
It has also opened a vocational training center in partnership with NGO Grameen Shika, with a course added on
industrial electrical wiring.
The Clean Clothes Campaign (CCC) emphasized that the accord includes all of the components essential to be
effective.
CCC spokesperson Ineke Zeldenrust said the accord includes: "Independent safety inspections with public
reports, mandatory repairs and renovations, the obligation by brands and retailers to underwrite the costs and to
terminate business with any factory that refuses to make necessary safety upgrades, and a vital role for workers
and their unions."
Zeldenrust added: "At the heart of the agreement is the commitment by companies to pay for the renovations and
repairs necessary to make factory buildings in Bangladesh safe".
H&M emphasized that in order to make an impact and be sustainable, the accord will need the support of a broad
coalition of brands if it is to reach the sector's 5,000 factories.
"Fire and building safety are extremely important issues for us and we put a lot of effort and resources within
this area," said H&M head of sustainability Helena Helmersson.
"H&M has for many years taken the lead to improve and secure the safety of the workers in the garment industry.
With this commitment we can now influence even more in this issue.
"We hope for a broad coalition of signatures in order for the agreement to work effectively on ground."
The retailer said it already plays an active role in improving fire safety in Bangladesh garment factories,
introducing education to increase fire safety awareness among suppliers and their employees. It has also raised
concerns around lapsed safety licenses with the government of Bangladesh.
H&M also requires that its supplier factories conduct electrical assessments, and it has offered to share the
costs with them.
"Our strong presence in Bangladesh gives us the opportunity to contribute to the improvement of the lives
of hundreds of thousands of people and contribute to the community's development. By being on site, putting demands
on manufacturers and work for continuous improvements, we can slowly but surely contribute to lasting changes",
added Helmersson.
A spokesperson for Inditex also said that it would be joining the accord.
NGOs are ramping up pressure on brands and retailers to sign the agreement, with over 1m people signing petitions
calling for companies to support the initiative.
UNI Global Union General Secretary Philip Jennings said: "We welcome the decision of H&M, Inditex and C&A to sign
and we urge other retailers to follow suit immediately.
"We call on these companies to do the right thing on behalf of the more than 1,250 textile workers killed in
Bangladesh factory disasters in the last six months, including Rana Plaza where the tragedy is still unfolding.
This is black and white, life and death."
The parties have agreed to a May 15 deadline to sign a binding agreement.
